Project Plan for a new Centre for Renal Dialysis and Cancer Care

A much needed two-storey development project to this community hospital in West Berkshire is required because the current facilities are not fit for purpose.  This project will change the lives for many individuals and families in the area, especially those suffering with Cancer and Renal issues.

The Need

The Day Unit manager estimates that the existing team could care for 30% more patients without an increase in staffing level if the proposed improvements were made.
With advances in chemotherapy, new forms of early treatment and the increasing age of the population, numbers needing chemotherapy treatment will continue to rise.
There are no facilities in West Berkshire for patients to receive Renal Dialysis treatment. However, renal failure is a disease which can occur in the elderly and those with hypertension and diabetes, with numbers increasing by 4% annually.
The project will be particularly beneficial to members of the emergency services because the new Centre will prevent emergency call outs and the necessity for the ambulance service to transport patients to distant hospitals on a regular basis.

Beneficiaries and Impact

  • A new Day Therapy Unit would allow more people to be treated including non-cancer patients.
  • The new Centre will allow three times the number of Community Chemotherapy treatments each week when compared with the current mobile unit.
  • Patients requiring IV treatment will also be treated in the new building.
  • Improvement of X-ray Facility with CT scanner which will enable earlier diagnosis of serious illnesses with patients no longer requiring to drive to distant hospitals to be scanned.
  • A new Renal Dialysis unit would ease the pressure on the County Hospital as well as raising the quality of life for patients needing this treatment.
  • Carers and families benefit – around 100 individuals per year will have the quality of their lives enhanced by this provision three or four times a week.
  • A modern unit with pleasant facilities will be of great benefit to the local community.
  • Savings in time and money for the emergency services who would otherwise be required to make long trips in emergency situations.
  • Savings for charities which would otherwise provide free patient transport for treatments and appointments. The cost for this service alone in 2015 amounted for NDCCT to over £55,000.

 The Charities Involved

The Rosemary Appeal has been set up by the Trustees of the Newbury and District Cancer Care Trust (Registered Charity No. 1157796) and the Newbury and Thatcham Hospital Building Trust (Registered Charity No. 1067608). A joint appeal will be launched to build The Rosemary Centre – an ‘Advanced Care’ Centre, including a Day Unit for advanced and end of life care, and a Renal Dialysis Unit.

 Progress To Date

 Planning permission has been granted to build a two story wing called The Rosemary Centre at the West Berkshire Community Hospital. The Renal Dialysis Unit will occupy the ground floor and the first floor will be used for the Advanced Care Day Unit, Community Chemotherapy and IV Therapies. The X-ray room will be converted to fit a CT scanner – the scanner will be provided by the Royal Berkshire Hospital Trust.

The shell and core has been designed and tendered. The ground floor rental fit out has been designed and tendered. The first floor cancer care unit is currently in the detailed design stage. The legal side of the project is currently at the final legal stages which once complete will enable orders to be placed. The aim is to complete work of the shell and core by October 2017 and the fit-outs by the end of March 2018.

Financial Projections

Raising funds and awareness for the new centre will involve engagement with charitable foundations, trusts and agencies, corporations based locally, local companies and high net worth individuals, as well as hundreds of volunteers in the local community.

The total cost of the project will be just over £4 million. As at February 2017 the appeal has received commitments of over £2.5 million.
